I'm going to lay out the requirements for the SEC to change the rules of short selling:
1. Prohibit virtual shares
2. Trader can borrow for sale only specific shares of the company from their owners. If owners such as ETrade or TD Ameritrade have beneficiaries, then the owners must share the profits with the beneficiaries
